Linguistic Province Commission
Dhar Commission:-
There was a demand from south states that states should be reorganized on the basis of language. So the Government appointed a linguistic province commission headed by SK Dhar in june, 1948. The commission submitted report in december, 1948 & recommended that the reorganization of states according to administrative convenience was more rather than linguistic factor .
JVP Commission:-
After that another Committee was formed by the Congress in december,1948. It included Jawaharlal Nehru, Vallabhbhai Patel and Pattabhisitaramaiya, known as the JVP Committee. It introduced it's report in 1949 and formally rejected the idea that reorganization of states should be the basis language.
Major Incident:-
Finally, The Government was forced to form the first state on the basis of language, when Telugu-speaking regions were separated from Madras and Andhra Pradesh was temporarily formed from the south. For this there was a long protest movement, which should be restructured. Under a 56-day hunger strike, a Congress worker Potti Sriramulu died.
Fazal Ali Commission:-
There was a demand from other regions to create a state based on language. This resulted, three members under the chairmanship of Fazal Ali. Its other two members were - K.M. Panikkar and H.N., Kunzru. It decided that language states should be made the mainstay in the reorganization of states.
But it rejected the principle of 'one state one language'. It was of the opinion that in the re-organization of any political entity, India should be given prominence.The new Union of India accepted these recommendations with very few changes.
As a result, 14 states and 6 union territories were formed on 1 November 1956.
